Suddenly an idea arose in the mind of Thomas Cook to organize a tour by train.

Cook carefully examined the route first and made a 60-page travel handbook. This is the first travel brochure. "Advertising for trade is steam for the engine," he said, stating that his mission is to make a trip that is "easy, cheap, and safe for others." He also turns a blind eye to some passengers who drink excessively, arguing that this would be lesson for others.

On July 5, 1841, Thomas Cook carried out his idea by holding his first tour. He organizes tour trips from the City of Leicester to the City of Lougboruogh. This tour is the first and most historic tour. He named the tour as "A Round Trip Excursion". To take part in the tour, each participant is charged 1 shilling. Surprisingly, there are quite a lot of people who want to take part in the tour, which is 500 people.

Because of the large number of participants in the tour, he chartered a train from a railway company called Midland Counties Railway Company. Thomas Cook gets a commission of 5% of the sale price of train tickets. That is when the commencement of the commission system became known in the world of travel agents or travel business. This tour program went smoothly and received a warm welcome. Therefore, Thomas Cook is considered to be the world's first travel regulator.
